Facts
1) It will throw up to 5000 people out of work
2) The bill makes no provision to ensure those released from custody will appear in court, which is the bail industry’s stock in trade. There will be no system in place to recover collect the outstanding 90 percent from those who fail to appear
3) It puts big government in competition with private industry.
4) It would allow so-called 10 percent deposit bail, a method that has been a disaster in jurisdictions where it’s permitted.
5) Philadelphia has the same system, 1 Billion lost in bail owing, almost 50,000 fugitives on the loose. One bail dept
for every 1 in 7 citizens.
6) Fugitives rates are 30% higher in states that rely on deposit bail

It failed/was defeated. It was a standup vote, so I don’t know who voted which way.

Shortly after Morse asks for “COW Amendment 1” = 186 is a pass & amendment is a pass. He said not everyone was present the first time & it will show a pass now that everyone was present.
